<br />Planning Commission Minutes <br />October 26, 1995 <br /> <br />Page 11 <br /> <br />. <br /> <br />Chair Kuester encouraged members of the audience to consider serving on the <br />Planning Commission to become move involved in their community. She <br />expressed her thanks to those people who have attended the Steering <br />Committee meetings and provided their input. <br /> <br />The Planning Commission reviewed and took action on the various sections of the <br />Draft Comprehensive Plan as follows: <br /> <br />IV. RESIDENTIAL <br /> <br />Commissioner Minton suggested that the cluster concept be modified to allow <br />only 4 lots per 40 acres, rather than the 8 per 40 as recommended by the Steering <br />Committee. He added that he felt the 1 acre minimum lot size and 50 percent <br />open space requirements still apply. <br /> <br />Chair Kuester questioned what happens to the open space. Chair Minton stated <br />that it could be maintained by the landowner and possibly still farmed, but the <br />land could not be developed. <br /> <br />. <br /> <br />Steve Ach suggested that the Planning Commission could recommend that the <br />clustering concept be encouraged, and under "Necessary Actions" it could <br />include a recommendation that a clustering ordinance be established which <br />addresses the specifics. Peter Beck agreed that rather than recommending <br />specific densities at this time, the concept of clustering could be recommended. <br /> <br />Commissioner Kreger suggested the following language: <br /> <br />Based upon the Steering Committee's recommendation for clustering in the A-1 <br />zone, the City will need to further investigate and develop a potential ordinance <br />and determine appropriate density. He added that costs associated with cluster <br />development should not be paid by the City. <br /> <br />Commissioner Dillon expressed his opposition to clustering. He felt this was leap- <br />frog development and needed further investigation before recommendation in <br />the Comp Plan. <br /> <br />Commissioner Minton suggested that a reference should be made for the <br />location of townhomes. He questioned the location of the 3rd paragraph under <br />"D. Future Plan" and whether or not it should be switched with the last <br />paragraph of that section on Page 33. These changes were also noted: <br /> <br />-Paragraph 5 - insert the word "the" before "Elk River" <br />-Page 31 - 2nd bullet point - remove the word "City" <br />-Include statement to address establishing standards to maintain integrity of <br />housing in the community. <br /> <br />. <br /> <br />COMMISSIONER MINTON MOVED TO RECOMMEND APPROVAL OF SECTION IV. - <br />RESIDENTIAL PLAN, WITH THE FOllOWING CHANGES: <br /> <br />- TYPING AMENDMENTS <br />
