St. Andrews <br />Church stated they would spray the pond if necessary and put in the <br />landscaping for Mr. Murray. <br /> <br />Commissioner Minton asked how they will expand on the 1,500 seating. Mr. <br />Lyons, VanMan Construction stated the seating will be added within the <br />proposed building. <br /> <br />Commissioner Minton asked if there would be a problem regarding the driveway <br />on 4th Street to align with Holt Ave. Mr. Lyons stated that would not be a <br />problem and that 2 to 3 parking spots would be lost. <br /> <br />Commissioner Sullivan asked if the property owner with the merging driveway <br />has any idea about merging their driveway with the church. A representative <br />from St. Andrews Church stated the resident does not know we need to do this. <br /> <br />COMMISSIONER SULLIVAN MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF THE REQUEST BY ST. ANDREWS CHURCH FOR A CONDITIONAL USE <br />PERMIT TO CONSTRUCT A NEW CHURCH FACILITY, PUBLIC HEARING CASE NO. CU <br />96-6 BASED ON THE FINDING IN THE STAFF REPORT AND THE CITY ENGINEER'S <br />LETTER, AND THE FACT THERE WAS NO OPPOSITION DURING THE PUBLIC HEARING, <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. <br /> <br />ALL OF THE SITE PLAN COMMENTS OUTLINED IN THE REPORT TO THE <br />PLANNING COMMISSION DATED APRIL 23, 1996, BE ADDRESSED AN <br />INCORPORATED INTO REVISED DEVELOPMENT PLANS. <br /> <br />. <br /> <br />2. ALL OF THE COMMENTS CONTAINED IN THE CITY ENGINEER'S MEMO BE <br />INCORPORATED INTO THE REVISED DEVELOPMENT PLANS. <br /> <br />3. Stephen Rohlf is requesting a 5 foot variance on <br />the required 10 foot side yard setback and a 2 foot variance on the required 30 <br />foot front yard setback. The variance is requested in order to expand the <br />existing deck located at 12821-188th Avenue NW. The applicant is now <br />proposing to add an 8' x 9' addition to the existing deck. This addition will <br />require him to encroach 5 feet into the side yard setback and 2 feet into the <br />front yard setback. Mr. Rohlf stated the variance is considered a hardship and <br />the deck will allow the applicant to see his children in the play area on the <br />opposite side of the house. The applicant also believes that this additional 2 <br />feet will allow him a usable deck area without cutting down the tree in the front <br />
