Mr. Alan Lafontaine, of Kobar Excavating, is proposing to screen <br />the outdoor storage area with a fence. The zoning code requires the fence to <br />be 100% opaque and not less than five feet high. Landscaping is also required <br />and should be used to supplement the screening that the fence provides, 25 <br />trees are required. The applicant wants to delay putting in the driveway and <br />fence so Mr. Lafontaine can combine it all together in his loan. <br /> <br />Chair Dillon opened the public hearing. There being no comments from the <br />public, Chair Dillon closed the public hearing. <br /> <br />Commissioner Kuester asked how many employees will be there at one time. Mr. <br />Lafontaine stated he has 16 employees but only 3 will be there at one time. <br /> <br />Chair Dillon is concerned about 2 vehicles coming in at the same time because <br />the driveway is only 12 feet wide. <br /> <br />Commissioner Minton asked if Mr. Lafontaine is willing not to have outdoor <br />storage until the fence is up. Mr. Lafontaine stated he has to have the outside <br />storage. <br /> <br />Peter Beck, City Attorney stated Mr. Lafontaine should have a letter of credit <br />stating when the landscaping, fence and asphalt will be done. <br /> <br />COMMISSIONER MINTON MOVED THE PLANNING COMMISSIONER RECOMMEND <br />APPROVAL OF THE REQUEST BY KOBAR EXCAVATING FOR CONDITIONAL USE <br />PERMIT FOR OUTSIDE STORAGE, PUBLIC HEARING CASE NO. CU 96-5, BASED ON <br />THE FINDINGS IN THE STAFF REPORT, AND THE FACT THERE WAS NO OPPOSITION <br />DURING THE PUBLIC HEARING, SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. ANY EXPANSION OR UPGRADING OF THE SHOP OR OUTDOOR STORAGE <br />AREA WILL BE CAUSE TO REVISIT THE SITE TO ENSURE THAT THERE IS <br />ADEQUATE PARKING AND ACCESS. <br /> <br />2. THE APPLICANT SHALL SUBMIT FENCE DETAILS AND A LANDSCAPE PLAN FOR <br />APPROVAL PRIOR TO THE ISSUANCE OF THE CONDITIONAL USE PERMIT. <br /> <br />3. THE APPLICANTS SHALL CONSTRUCT THE APPROVED FENCE WITHIN TWO <br />MONTHS OF SEASONABLE WEATHER AFTER THE SUBDIVISION IS COMPLETED <br />LANDSCAPING AND PAVING SHALL BE COMPLETED. <br /> <br />4. SHOULD PARKING PROBLEMS OCCUR, THE APPLICANT SHALL INSTALL THE <br />DEMONSTRATED PARKING AREA AT THE CITY'S REQUEST. <br /> <br />5. PROVIDE A REVISED SITE PLAN SHOWING EITHER GRASS OR PAVING IN THE <br />AREA BETWEEN THE SHOP AND THE RESIDENTIAL GARAGE PRIOR TO <br />OCCUPYING THE SITE. THIS SHALL INCLUDE A MINIMUM OF 10 FEET OF <br />GRASSED AREA BETWEEN ANY PAVEMENT AND THE PROPERTY LINE WHICH <br />IS PROPOSED BETWEEN THE TWO BUILDINGS. <br /> <br />6. THE APPLICANT POST SECURITY FOR LANDSCAPE, FENCE AND ASPHALT <br />BEFORE OUTSIDE STORAGE CAN BE USED. <br /> <br />COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br />
