There being no comments for the <br />public, Chair Dillon closed the public hearing. <br /> <br />COMMISSIONER MINTON MOVED TO TABLE THE REQUEST BY CITY OF ELK RIVER FOR <br />ORDINANCE AMENDMENT (PERMITTED AND CONDITIONAL USES IN 1-1 AND 1-2), <br />PUBLIC HEARING CASE NO. The City of Elk River is bringing forward <br />an ordinance amendment to consider deleting the requirement that <br />commercial and industrial development within the urban service district be <br />required to hook up to city water and sewer in order for development. The <br />primary issue is whether to continue with a fundamental growth management <br />strategy which controls commercial and industrial development from occurring <br />unless water and sewer is available. Or, to amend the current ordinance to <br />provide the opportunity for commercial, industrial and business park <br />development to occur prior to the availability of city water and sewer. <br /> <br />The Fire Chief has included a memo speaking to the department's concern with <br />development without adequate fire protection. <br /> <br />. <br /> <br />The goal of the Fire Department is to lower (improve) the City's rating both in the <br />urban and rural area. In order for this to occur additional equipment may need <br />to be purchased to adequately fight fires in the rural area. <br /> <br />If the desire of the Planning Commission is to amend the ordinance, one option <br />is to require a conditional use permit with certain criteria to allow development <br />prior to city water and sewer. The City Council is also looking at an appraisal <br />and public hearing for the East Highway 10 corridor for water and sewer. This <br />may shed new light on this entire matter; therefore another option is to table this <br />item until those events are completed. <br /> <br />Commissioner Anderson would like to discuss this issue further. <br /> <br />COMMISSIONER THOMPSON MOVED TO TABLE INDEFINITELY THE REQUEST BY CITY <br />OF ELK RIVER FOR ORDINANCE AMENDMENT (DEVELOPMENT WITHIN COMMERCIAL <br />AREAS PRIOR TO CITY WATER AND SEWER), PUBLIC HEARING CASE NO. OA 96-2. <br />COMMISSIONER SULLIVAN SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br /> <br />. <br /> <br />Commissioner Kuester stated the Minnesota Planning Association will be <br />sponsoring a meeting at the old Otsego City Hall from 6-9 p.m., Thursday, May 9, <br />1996. The cost is $15.00 per person. The topic is "The World Becoming Urban" . <br />Call Steve Ach for further information. <br />
