Planning Commission Meeting Minutes
January 28, 1997
Page 5

.

road would be constructed and paid for by the developer of the plat. Steve
added all adjacent property owners would have access to the proposed road.
Scott indicated there is approximately 20 - 25 feet between Mr. Hommes existing
driveway and the travel lane of the proposed new roadway. Mr. Hommes
questioned the possibility of 21 Oth becoming a major east-west corridor. Terry
Maurer indicated the city has no plans and is looking more closely at an alternate
location for an east-west corridor. Commissioner Cote asked Mr. Hommes if his
neighbor to the west used his driveway. Mr. Hommes indicated the neighbor has
his own driveway. Mr. Hommes further objected to the increased traffic near his
property.

Discussion followed regarding the history of Mr. Hommes property development
and private road, and the concern for having a dead end road.

Del Bowers, 20954 Ogden Avenue, expressed concern regarding snow removal
and drainage run-off from the two roadways. He suggested the developer
consider placing the road to the north of the property.

Diane Kohl, 20936 Ogden, expressed concern for the 2-1/2 acre minimum lot size
and felt it should be at least 5 acres, since the area is adjacent to what may
potentially be a state park someday. She stated the gun range has an
agreement with the DNR for first option to purchase.

.

Mike Dehn, 20932 Ogden, did not want to see the proposed road blacktopped
because he felt Ogden would then be blacktopped and he cannot afford the
assessment.

Scott Brabec, 13822 211th Avenue NW, asked why the road had to be
blacktopped. Terry Maurer explained blacktopping is a city standard. Mr.
Brabec asked if the city had plans to upgrade 211 th Avenue to city standards.
Terry stated he is aware of no plans in the capital improvement program for
improving 211 th, but the city would likely bring it up to city standard at some
point in the future. Mr. Brabec expressed his opposition to 210th being
blacktopped.

Teresa Hommes, 20962 Ogden, noted her concerns for the safety of her brothers
and sisters due to traffic on the proposed road. Also, she felt flooding of their
road would be worse in the spring.

Diane Kohl felt there would be less damage to trees if the road were on the north
side of the property.

.

Bill Christian, applicant, explained cooperation from the neighbor to the north
would be necessary to place the proposed road on the north property line, and
at this point, the neighbor is not interested. Mr. Christian noted that if they were
to try to locate the road entirely on Mr. Lesnar's property, the two buildings on the
north end of Mr. Lesnar's property are too close together to put the road
between them. Mr. Christian stated they have tried but were unable to reach an
agreement with Mr. Hommes to locate the road where his current driveway is,
which would minimize some of the tree damage. Mr. Christian requested that
the city not require blacktopping of the road, and was aware of the neighbors
