Request by City of Elk River for Preliminary Plat (Northstar Business Park), Public Hearing <br />– Case No. P 05-12 <br /> <br /> Director of Planning McPherson explained that the Elk River Economic Development <br />Authority (EDA) requests consideration of a preliminary plat for Northstar Business Park. <br />The proposed plat is located west of Twin Lakes Road, south of Elk River Business Park. <br /> <br />Ms. McPherson reviewed background information leading up to the EDA’s plans to develop <br />the business park. She discussed the site constraints, number and size of lots, grading and <br />drainage issues, and the Parks & Recreation Commission recommendation for cash park <br />dedication. Staff recommends approval of the request with the two conditions listed in the <br />staff report, with an addition to Condition #2 to include dedication of a trail easement over <br />Outlot A. <br /> <br /> Chair Anderson opened the public hearing. There being no public comment, Chair <br />Anderson closed the public hearing. <br /> <br /> Commissioner Stevens asked if there would be a curb cut at the northern access to allow a <br />right turn lane. City Engineer Terry Maurer stated that since there are already two lanes in <br />both directions, staff did not feel a turn lane was necessary at this time. He noted that there <br />is adequate right-of-way to add one, if needed in the future. <br /> <br /> Commissioner Offerman asked if the 175 Avenue residents received notification of the <br />th <br />public hearing for this plat. Ms. McPherson stated that property owners within 350 feet <br />received notice of the public hearing, but that all the 175 Avenue area residents were not <br />th <br />contacted. She noted that information regarding the Northstar Business Park plat could be <br />included in the mailing which will be sent to those residents. <br /> <br /> MOTION BY COMMISSIONER WESTGAARD AND SECONDED BY <br />COMMISSIONER LEMKE TO RECOMMEND APPROVAL FO THE REQUEST <br />BY THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY FOR <br />PRELIMNARY PLAT OF NORTHSTAR BUSINESS PARK, CASE NO. P 05-12, <br />WITH THE FOLLOWING CONDITIONS: <br /> <br /> <br />1.SURFACE WATER MANAGEMENT FEE SHALL BE PAID IN THE <br />AMOUNT REQUIRED BY THE CITY AT THE TIME OF FINAL PLAT <br />PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br /> <br />2.CASH SHALL BE PAID FOR PARK DEDICATION FOR THE <br />DEVELOPABLE ACRES. <br /> <br /> MOTION CARRIED 7-0. <br /> <br />5.7. Request by City of Elk River for Ordinance Amendment to Section 30-895 and 1294, Public <br />Hearing – Case No. OA 05-11 <br /> <br /> Director of Planning McPherson explained that the Commission is asked to consider an <br />ordinance amendment changing the parking setback requirement and making use and <br />setback adjustments to the Business Park District Standards. Ms. McPherson reviewed the <br />proposed language changes. She explained that the City is trying to attract clients to the <br />Business Parks and these changes will allow better use of the smaller lots. Ms. McPherson <br />stated that the setbacks will not change on arterial and collector streets; only on the interior <br /> <br />
