Planning Commission Minutes <br />Page 11 <br /> <br />July 26, 2005 <br />--------------------------- <br /> Kathy Raivala, 17271 Yale Street, Mississippi Ridge resident – Asked why there were no <br />sidewalks in the plat. She stated that the Saxon property has sidewalks. She did not feel it <br />made sense to not have sidewalks for people to access the future train station from <br />Mississippi Ridge. <br /> <br />Ms. Raivala also questioned why there were no turn lanes to access Highway 10 from 173 <br />rd <br />Avenue, and questioned how clients of the bank would get to Highway 10. Mr. Harlicker <br />stated that bank clients would access Yale Street to 171 or 173 Avenue. He noted that <br />strd <br />MnDOT plans to close the access at 173 Avenue at some point in the future. <br />rd <br /> <br /> There being no further public comment, Chair Anderson closed the public hearing. <br /> <br /> Chair Anderson questioned why sidewalks were not required. Mr. Harlicker stated that he <br />was not sure, but he did not recall sidewalks being included for the plat. <br /> <br /> Commissioner Lemke suggested that some of the overstory trees proposed to be located <br />along 173 Avenue could be moved to provide more screening for the townhomes. Mr. <br />rd <br />Harlicker stated that this could be looked at. <br /> <br /> Commissioner Offerman asked if it was beyond the Commission’s scope to recommend <br />sidewalks, since this request was for a conditional use permit., not a plat. He felt that it <br />makes sense to have sidewalks since the property is so close to the proposed train station. <br />He asked if it was too late to require them. <br /> <br /> City Engineer Terry Maurer suggested that the Planning Commission make a separate <br />recommendation to the City Council to look at the overall area for a possible future <br />improvement project to construct sidewalks. <br /> <br /> MOTION BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER WESTGAARD TO RECOMMEND APPROVAL OF THE <br />REQUEST BY AMERICAN NATIONAL BANK FOR A CONDITIONAL USE <br />PERMIT TO CONSTRUCT A BANK FACILITY, CASE NO. CU 05-14, WITH <br />THE FOLLOWING CONDITIONS: <br /> <br /> <br />1.ALL COMMENTS OF THE CITY ENGINEER SHALL BE ADDRESSED. <br /> <br />2.THE SOUTH ACCESS AND SOUTH PARKING AREA SHALL BE SHARED <br />WITH THE ADJACENT PARCEL. <br /> <br />3.THE LANDSCAPE PLAN SHALL BE REVISED TO INCLUDE SIZE OF <br />TREES AND A INCLUDE A NOTE THAT ALL LANDSCAPED AREAS <br />SHALL BE SOD AND IRRIGATED. <br /> <br /> MOTION CARRIED 7-0. <br /> <br /> --------- <br /> MOTION BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER STEVENS TO RECOMMEND THAT THE CITY COUNCIL <br />CONSIDER A SIDEWALK STUDY FOR THE MISSISSIPPI RIDGE PLAT, <br />GIVEN ITS CLOSE PROXIMITY TO THE NORTHSTAR CORRIDOR <br />COMMUTER TRAIN STATION. MOTION CARRIED 7-0. <br /> <br /> <br />
