City Council Minutes Page 6
February 7, 2022
-----------------------------
Council interviewed applicants for advisory board vacancies.

The Council will make the appointments at the next Council meeting.

10.2 Purchase City Property: GATR Truck Center

Mr. Carlton presented staff report.

Sherburne County Commissioner Tim Dolan was present representing the Decklan
Group. Mr. Dolan stated when GATR originally came to town the lot was the largest
available at the time. GATR has grown substantially and they do not want to look
elsewhere for their growth. They will be adding electric fleets and with that they will
need electric repair facilities. Mr. Dolan is asking the city to reconsider to purchase the
property as stated in their Letter of Interest.

Councilmember Wagner asked a clarification question. She was wondering if the overlay
is showing parking and also asked if GATR is looking at a building and employee
expansion in that space. Mr. Dolan clarified near term it would be additional parking, but
GATR is looking at acquiring it for future growth. GATR is trying to avoid getting
boxed in knowing what is coming further down the line.

Mr. Dolan stated there is flexibility with the lot layout. The Letter of Interest was a
starting point stating, here is what we need and here is what we like, how can we make it
work for everyone.

Councilmember Beyer asked what minimum and maximum areas are needed. Mr. Dolan
said it will depend on configuration. He does not want to leave us with an unusable lot.

Mayor Dietz requested if Mr. Dolan has any more information, that he should provide it
prior to the next meeting.

Council suggested Mr. Dolan gives them a few different layouts based on the minimum
and maximum areas.

There will be a closed meeting scheduled February 22, 2022, regarding this topic.

10.3 Secretary Receptionist Position

Mr. Portner presented the staff report. Council agreed to make the position into a full-
time position.

10.4 Ordinance Amendment: Outline Administrative Review Process

Mr. Carlton presented the staff report. Council agreed to amend city ordinance to allow
only an administrative review process for permitted uses in accordance with city
ordinances.
