The current plan allows for 1.65 parking spots per unit. The plan has <br /> some room for adjustment and proposes live/work sites where the owner of the <br /> retail spot also lives on site. The plan includes a flat roof for future solar adaptability. <br /> Commissioner Beise stated that retail would take about 20 parking spots which <br /> would bring the total down to 1.29 parking spaces per unit. <br /> Mr. Dovolis stated the plan would be to build the apartment building first, hoping <br /> the house on the site would sell, and then adjust the parking in the townhouse <br /> portion. <br /> Mr. Carlton added that the project would be a good use, ce and the city <br /> needs more options for 2-and 3-bedroom rentals <br /> Chair Larson-Vito stated the commission has"Aade deviations on parking <br /> requirements in the past,however,Elk River does not have many options for public <br /> transportation so she would be uncomfortable recommending a project where some <br /> units did not have parking. <br /> Commissioner Rydberg stated that adding another 100 cars per day to that <br /> intersection would be challenging as it is already very busy. Traffic movement would <br /> need to be considered as well as street parking. He suggested the developer look into <br /> the two parcels to the east to improve their parking ratio. <br /> Mr. Dovolis added that the plan included access on Gates Ave and 3rd St. <br /> Commissioner Mauren added that the road may change once Highway 169 becomes <br /> an overpass/underpas..,The four-way stop at Gates Ave and Main St may become a <br /> bi er inch oil <br /> r. Carlton agreed that a'traffic study would help determine the general flow of <br /> "traffic including which direction people head from the development. It is tough to <br /> predict new movement patterns before the interchange at Highway 169 is complete. <br /> The Commission discussed other projects in Elk River that had been allowed fewer <br /> parking spots per unit. <br /> Commissioner Johnson stated he would be more comfortable with approving fewer <br /> parking spaces if he saw that it was working in other parts of Elk River. <br /> Commissioner Mauren asked if there was a running total of projects the city has in <br /> progress for rental units versus what the county report says is needed. <br /> Mr. Carlton stated there is still a demand for market rate units. <br /> 111`41AWRE <br /> . . .. . . . . . . <br />
