Open Forum <br /> <br />th <br />Pat Briggs, Jackson Ave., and 6 St. introduced the concept of a fishing pond for <br />the Boys and Girls Club. <br /> <br />6.1 Introduction of New Employees <br /> <br />Mr. Ruprecht introduced Dawn Robertson, Building Permit Technician. <br /> <br />Mr. Portner introduced Billy Hunter, Assistant Facility Supervisor. <br /> <br />The Council welcomed the new employees. <br /> <br />6.2 City of Elk River Volunteer of the Month <br /> <br />Mayor Dietz presented the January Volunteer of the Month award to Wayne Becklin. <br />He highlighted the following: <br /> <br /> Managed Elk River deer hunt program from its inception in 2015. <br /> Woodland Trails Park volunteer from beginning of park development to the <br />present. <br /> Volunteered at Sedge Meadow Park, Camp Cozy Park, Harris Island Park, Birch <br />Meadow Park, and Alba Ridge Park putting up signage, maintaining trails, <br />removing garbage, and taking down illegal deer stands. <br /> Serves on the Elk River Sportsman’s Club board as Shotgun Chair. <br /> Elk River Youth Hockey Association and Three Rivers Soccer Association <br />volunteer coach for 25 years. <br /> <br />7.1 Conditional Use Permit: Expansion of Religious Use, Emmanuel <br />Christian Center, 18912 Twin Lakes Road <br /> <br />Mr. Leeseberg presented the staff report. <br /> <br />Mayor Dietz opened the public hearing. <br /> <br />Bryan Talso, pastor at Emmanuel Christians Center, stated the church has been <br />there for five years and is hoping for the possibility to expand. <br /> <br />Mayor Dietz closed the public hearing. <br /> <br />
