( 'FIRM 4GR0UND <br />arghiteoture I planning I interior d®sign <br />"Your well-built project begins and endures on Firm Ground" <br />November 29, 2021 <br />City of Elk River Planning Department <br />Attn: Zack Carlton <br />13065 Orono Parkway <br />Elk River, MN 55330 <br />Detailed description/scope of project. <br />What is being proposed? <br />Emmanuel Christian Center is proposing to expand its Elk River campus by adding expanded <br />classrooms and childcare facilities, as well as additional gathering and community space, and increased <br />security functions, improved flow, and a more open and welcoming entry while maintaining the familiar <br />character of the church, especially from the street side, and paving the way for future growth. <br />The addition will expand classroom space to 2,000 square feet, and nursery space to 800 square feet, <br />expanding the existing church's child -focused programming to 2800 square feet total. At an estimation <br />of 35 square feet per child, the new addition will be able to accommodate 80 kids simultaneously. The <br />nursery and classroom expansion is also designed to both improve the flow of traffic through the <br />building, and increase the security, to provide a safe and contained space for the children of the church <br />community. <br />The expansion will also add a `Great Room' flexible community space that will be used for various <br />church events, supplemental services, and as expanded child space, if more space for children is needed, <br />or for larger child -focused group events. <br />The addition to the church will also expand the lobby area, opening up the existing lobby to create a <br />more inviting space, improving the entry experience, and increasing the potential for welcoming, <br />gathering, and programming in this vital space. The bathroom facilities will be expanded and relocated <br />to better comply with modern standards, separate the children's facilities from the adults, and <br />accommodate the growing church community. Facilities such as a nursing mothers' room, and a <br />dedicated volunteer room will also be added to create more comfortable spaces for those groups. <br />This modest expansion to the church, will have a great impact on the church's ability to accommodate <br />the growth of their community, as well as provide modern services and features to make the church a <br />more comfortable and inviting space for all. <br />How is the request consistent with City of Elk River Comprehensive Plan? <br />The expansion of Emmanuel Christian Center's Elk River campus does not aim to alter the existing use <br />of the site but rather to expand the campus' capabilities to offer services already offered by the church <br />that are outgrowing the current facility's limited footprint.
