The use will be consistent with the comprehensive plan. <br />Staff does not see a need to impose specific conditions to satisfy this standard. <br />3. mill not impede the normal and orderjdezelopment and improvement of surrounding vacant property. <br />The lot to the north was recently platted (Tranquil Meadows) and there is a 40-acre vacant parcel directly <br />southwest of the subject parcel. This vacant parcel is somewhat separated by a small wetland complex. <br />The use will not impede the normal and orderly development and improvement of surrounding vacant <br />property. <br />Staff does not see a need to impose specific conditions to satisfy this standard. <br />4. mill be served adequately by and will not adversely affect essential public facilities and services including streets, police and fare <br />protection, drainage, refuse disposal, water and server systems, parks and schools; and will not, in particular, create traffic <br />congestion or interference with traffic on adjacent and neighboring public thoroughfares. <br />The structure is currently hooked up to city water but not to sanitary. Section 78-97 (d) states: All <br />buildings constructed on property to which a public sewer is available at the time a certificate of <br />occupancy is issued for the building shall be required to connect to the public sewer prior to occupancy. <br />Sanitary services are available in the right-of-way of 190"' Avenue in the plat of Tranquil Meadows. <br />The structure will be required to connect to the sanitary system located in the 190"' Avenue right-of-way. <br />
