Box 490 <br />Elk River, rvn~ 55330 <br /> <br />RE: No Parking along Proctor Avenue <br /> <br />Dear Mr. Mallrer; <br /> <br />We have received several safety concerns from residents of the Proctor One Town homes regarding the <br />parking of vehicles along their frontage and the County Highway 77 (Proctor A Ventle) Sholllder. The <br />complaint is that during recreational field events at the school grounds, people park on west side of Proctor <br />Avenue and block the sight lines and create distractions for drivers trying to access CH 77. There is also a <br />fire hydrant located in the ditch bottom that is difficult to notice and therefore is ignored and frequently <br />blocked. <br /> <br />Ctlrrently there are four no parking "symbol signs" that are located on the east side of CH 77 . We have no <br />record of their time of placement or any request for them to be there. Last year the County sign technician <br />took down the old No Parking signs and replaced them with the new symbol signs. By allowing parking <br />on the west side we are allowing a hazard with pedestrian traffic crossing the highway to get to the fields. <br /> <br />Creating a no parking zone would solve the blocking of the fire hydrant and sight line issues for the town <br />homes and eliminate the crossing pedestrian traffic on CH 77 . We submit this information for your review <br />and recommendation. <br /> <br />Sherburne County is willing to erect no parking signs along CH 77, if requested in a resolution by the City <br />Council. In reading the manual it says that the local government authority has the right to create a no <br />parking zone and is responsible for enforcement of the same. Therefore at your reqtlest we will place no <br />parking signs along the west side of CH 77 from CSAH 1 to a point north of the Salk School access to be <br />determined by your resolution.
