<br />20.07 of this chapter. The Council shall also have the discretion to <br /> <br />consider in granting, denying or renewing the license any reasonable <br /> <br />fact or circumstance relating to the public health~ safety or welfare. <br /> <br />(c) Based upon the recommendations required in subparagraph (a)~ and the <br /> <br />results of the public hearing, the City Council shall grant or deny the <br /> <br />initial application or application for renewal. Where a reasonable basis <br /> <br />is found by the Council to impose reasonable restri~tions upon the <br /> <br /> <br />license, taking into consideration all the surrounding facts and <br /> <br />circumstances, the Council may, upon issuance or renewal of a license, <br /> <br />impose such reasonable conditions and restrictions on the manner and <br /> <br />circumstances under which the licensed activities shall be conducted <br /> <br />to preserve the public peace and promote good order and security. <br /> <br />20.05 Fees. <br /> <br />(a) Initial License Fee. The annual license fee for engaging 1n the business <br /> <br />of operating a conversation parlor shall be A license, <br /> <br />unless revoked~ is for the calendar year, or part thereof, for which <br /> <br />it is issued. Upon denial of any application for license, the City shall <br />refund the amount paid. No other refunds shall be paid. <br />(b) Investigation Fee. At the time of the initial application for a license <br /> <br />there shall be paid 1n full an investigation fee of <br /> <br />No investigation fee shall be refunded. <br />20.06 Renewals. An application for renewal of a license shall be made in the same <br /> <br />manner as the initial application. The license fees for a renewal shall be the same <br /> <br />as those contained in Section 20.05. <br />20.07 Rules and Regulations. <br /> <br />(a) Licenses may be granted only in the appropriate zone to be determined <br /> <br />by the City Council 1n accordance with applicable laws and ordinances <br /> <br />5. <br />
