The City shall have the right to periodically or continuously inspect the monitoring facilities, to measure, sample and analyze the user's flow and to analyze the samples obtained by the industrial user. In the event of any discrepancy between the flows or loads determined by the City and the industrial user, the values determined by the City shall be used for billing purposes. The Debt Service Connection Charge is to be paid at the time at which a building permit or a sewer connection permit is issued for all buildings to be constructed or connected to the sewer system on or after the effective date of this ordinance.
