Planning Commission <br />October 26, 2021 <br />Page 5 <br />Mr. Carlton stated they receive requests for larger parcels in business parks allowing <br />for light manufacturing space and this will provide more business opportunities. He <br />stated they are working with Cargill as they would like to retain the south half of the <br />parcel. <br />Moved by Commissioner Rydberg and seconded by Commissioner Booth to <br />recommend approval of the request by the City of Elk River for the <br />Preliminary Plat for Natures Edge Business Center with the following <br />conditions: <br />1. The three parcels in Block 2 shall be shown as one outlot, to be <br />consistent with the final plat. <br />2. Prior to recording the final plat, the north half of the plat shall be re- <br />zoned to Business Park. <br />Motion carried 5-0. <br />S. Council Liaison Update <br />Councilmember Beyer provided an update to the Planning Commission about recent <br />city council activities. <br />The Planning Commission recessed to work session at 7:12 p.m. <br />7. Daniel Krueger, PI D# 75-871-0105 <br />■ Concept Review for Rezoning from R I b to 1-3 or R4, Case No. CR 21-04 <br />Mr. Carlton presented the staff report. He reviewed the applicant's conceptual plans <br />and asked the Planning Commission to provide the applicant with non -formal, non- <br />binding feedback. He stated a property owner on Troy Street did contact him to ask <br />about this concept review, but he did not provide Mr. Carlton with any feedback <br />about the application. <br />Dan Krueger, 18682 Queen Circle, explained his concepts and goals for <br />construction of either a mini storage facility or a 3- or 4 -unit townhome. <br />The property is currently zoned R -1b and although the recently adopted <br />Comprehensive Plan guides the property for traditional single-family residential uses <br />and offers possibilities for other multiple -family residential units to coexist in single- <br />family neighborhoods, that use has generally been targeted for the Mixed -Residential <br />Neighborhood land use category. <br />The Commission discussed the merits of each option, and the consensus was to <br />explore a townhome application over the ministorage use, noting they felt that <br />F 0 1 1 R E 1 R 1 <br />NATURE <br />
