The floodplain areas within the jurisdiction of this ordinance are hereby <br />divided into two districts: Floodway Districts (FW) and Flood Fringe Districts <br />(FF). The boundaries of these districts are shown on the Federal Insurance <br />Administration Flood Boundary and Flood\Jay t~pS, City of Elk River, Minnesota, <br />dated May 2, 1977. <br /> <br />3. Permit applications .for uses located in areas desi;1;nated as unnumbered A Zones <br />by the Flood Insurance Study for the City of Elk River shall be evaluated in <br />accordance with procedures set forth in Section 902.30 hereof. Based on this <br />evaluation, the area in question shall he assigned to the Flood'"ray District or <br />the Flood Fringe District as appropriat.e) and a ry flood protection <br />elevation shall be determined. <br /> <br />902.20 - Floodway District (FW). The Floodway District is established for areas <br />of the floodplain which, because of their location in relation to the watarcourse and <br />channel during flood stage, must be kept relatively free of obstructions to properly <br />discharge flood waters without creating additional floodi.ng or delaying flood discharge. <br /> <br />. <br /> <br />1. Permitted Uses. The following uses have a low flood damage potential and do <br />not obstruct flood flows. Private and public recreational uses auch as golf courses, tennia courts, <br />driving ranges, archery ranges, pic:.n1.c grounds, boat launching ramps, swimm.ing <br />areas, parks, wildlife and nature preserves, gmne farms) fish hatcheries, <br />shooting preserves, target ranges, trap and skeet ranges, hunting and fishing <br />areas, hiking and horseback riding trails. <br /> <br />c. Residential uses such as lawns, gardetlS, parking areas and play areaa. <br /> <br />2. Conditional Uses. The following open space \.lses which require only accessory <br />structures (temporary or permanent) or fill or stor:age of materials or equipment <br />may be permitted in the Floodway District only upon application to the Zoning <br />Building Administrator and the issuance of a conditional use permit by the City <br />Council as provided in Section 902.30 of this ordinance.
