The Board shall provide for a recol'd of their proceedings <br />which shall include minutes of meetings, findings, ~nd the action taken on an appeal <br />or variance, including its final order and any conditions established in connection <br />therewi tho <br /> <br />900.42 - Condit ional URe Pe rmf ts. <br /> <br />1. Appl1ca t.!2.!l. <br /> <br />a. A condi tional use permit may be issued in 'lccol.'dance wi th this Ordinance <br />for only those uses or purposes for which such permits are required or. <br />dUthorized by this Ordinance. <br /> <br />b. An application for a conditional use permi t shall be filed with the Zoning <br />and Building A.iministrator on a form prescriberl by the City. The application <br />shall be accompanied hy such plans and information as may be required by the <br />Zoning and Building Administrator, including without limitation: <br /> <br />1. A site pLin draIYn at scale showing all abutting lots, existing <br />wildings, existing uses, utilities. curb cutu, locations of trees having <br />a diameter of six inches or more; and <br /> <br />ii. A proposed development plan showing ;Jroposed ingress and egress <br />to th~ property and proposed structures. yards, off-street parking and <br />lOaPing areas and. where appropriate. pla~s for utilitieS, sc~eening, <br />buffering. landscape. lighting, signs and open space, and a development <br />schedule. <br /> <br />2. Notification an,1 Public Ilcnrf\l~. On receipt of a completed application <br />including necessary plans and information. the Zoni~g and Building Administrator <br />shall schedule its review hy the Planning Coullnl.ssion. The Planning Commission <br />shall hold at least one 0) public hearing. At least ten (0) days in advance <br />of each hearing, notice of the time and place of such hearing shall be transmitted <br />to the applicant and shall be published in the offidal newspaper. All property <br />owners within three hundred fifty (350) feet shall be notified by mail of the <br />subject, time and place of the public hear1ng. Failure of a property owner to <br />receive notice shall not invalida te the he nr ing or proceedi ng. <br /> <br />3. RecomrnendatLon to Council. Following one or more public hearings, the Planning <br />Commission sll,'lll report its findings and recommendations to the Council with regard <br />to the application. On receipt of the report of thp. Planning Commission, the <br />Council shall hold '..1hatever puhlic hearings it deems advisable and shall make a <br />decision UpOIl the proposal to grant or deny a conditional use permit. <br /> <br />4. <br /> <br />StandA rdl:l. <br /> <br />a. The Planning Commission shall recommend a condttional use permit and the <br />Council shall order the issuance of such a pertuit only if it finds that such <br />use at the proposed location: <br /> <br />44. <br />
