Economic Development Authority Minutes <br />September 20, 2021 <br />7.4 Broker Services for EDA Properties <br />Page 3 <br />Mr. O'Neil presented the staff report. He indicated dates for submission deadline <br />and approval of the RFP have been left open pending EDA discussion. He explained <br />it might be a challenge to publish the RFP and get results prior to the next meeting. <br />He stated if approved, staff would be in favor of having at least one EDA member <br />assist staff in an initial flush out of the RFPs. Mr. O'Neil noted it is open for <br />discussion whether the EDA wants a specific number of RFPs brought back for <br />review. <br />Mr. O'Neil indicated the EDA may want to review some of the properties to see if <br />they can be improved to make them more marketable prior to bringing a broker on <br />board. <br />President Tveite indicated he is in favor of having a subgroup of the EDA help staff <br />review initial responses. He explained he is not in favor of specifying a set number to <br />bring forward because he finds there is usually a natural segregation in responses. He <br />stated he is an advocate of getting the Request for Proposals out as soon as possible <br />and utilize the brokers expertise to help determine what can be done to make the <br />properties more marketable. He noted he believes November is a feasible timeline to <br />bring this back. <br />Commissioner Westgaard concurred with President Tveite that we should utilize the <br />brokers on how to maximize marketability for each property. He added he also <br />believes allowing ample time and bringing this back in November would be good. <br />Mr. O'Neil pointed out the RFP includes language allowing brokers to submit an <br />RFP for one or all of the properties. He explained we may find some brokers are a <br />better match for one type of property over another. He added we may also find it is <br />best to have a broker on one site and not on another site. <br />EDA consensus was to send out the RFP and bring back at the November EDA <br />meeting. <br />President Tveite and Commissioner Christianson indicated a willingness to assist <br />with the initial review of RFPs. It was noted more EDA Commissioners can assist <br />with review if there is not a quorum of eligible EDA members. <br />7.5 Together Elk River Campaign <br />Ms. Eddy and Commissioner Wagner provided an update on the Together Elk River <br />campaign as outlined in her staff report. <br />0 1 E I E I 11 <br />NATURE <br />
