Consider Strategic Realignment <br />Of City and CountRoa <br />gJ dways, <br />Including jurisdictional <br />Previous studies have highlighted a need for the city to <br />pursue jurisdictional transfers of key streets within the <br />community. The Driving Forward: Sherburne County Trans- <br />portation Plan identified several county -owned roadways <br />which would be better served under the authority of <br />local municipalities. In the case of Elk River, some of the <br />potential transfers are related to "swaps of roadways". In <br />a roadway swap the city takes over a current county road <br />and in so doing, transfers jurisdiction of a related road to <br />the county. Such swaps are intended to better align the <br />road purposes (such as connectivity to other major roads <br />like Highway 10) and transfer maintenance responsibil- <br />ities to the appropriate jurisdiction. An example of this <br />would be the transfer of Joplin Road to the county (thereby <br />connecting CSAH 30 to US Highway 10), and in exchange, <br />transferring the segment of CSAH 30 east of Joplin back to <br />the city. The latter stretch of CSAH 30 serves primarily local <br />functions and has no connection to other major roads, <br />which is more appropriate to be under the city's jurisdic- <br />tion rather than the county. <br />Develop a New City <br />Transportation Plan <br />The last citywide transportation plan was developed in <br />2004.
