Twin Lakes Road Corridor <br />The Twin Lakes Road corridor, located between 209th <br />Avenue and Elk River Station, is being studied for capacity <br />improvements and if widened, is well positioned to <br />support additional traffic that coincides with residential <br />subdivision development. Traditional single-family neigh- <br />borhood development should be encouraged in this area <br />with an emphasis on conservation design that supports <br />the preservation of the existing wetlands and tree canopy <br />in this area. <br />Much of the undeveloped land in the northern and eastern <br />portions of Elk River is impacted by wetlands and at risk for <br />flood hazard from the Trott Brook Creek. Given the demand <br />for additional housing and limited infill opportunities in <br />the southern and western portions of the city, new housing <br />is likely to be built in close proximity to these important <br />environmental features. Although it is essential to develop <br />new housing to accommodate Elk River's population <br />growth, it is also critical that the city protects its natural <br />resources and ensures new development is sustainable. <br />As such, the city should require conservation design in this <br />area for all new residential development. <br />Ranch Road Corridor <br />Municipal services are already planned to extend into the <br />northern Ranch Road corridor to connect the Windsor <br />neighborhood shared septic system into municipal service <br />lines. Long term, the city should also consider extending <br />water to facilitate future development. <br />With this planned extension, the area would have capacity <br />to support additional residential development. Infill <br />development in this area should be complementary to and <br />connected with existing subdivisions, such as the Windsor <br />development, through the provision of sidewalks or trail <br />connections. The service extension also creates oppor- <br />tunities for higher density residential development on <br />existing large lot residential lands and undeveloped areas. <br />To accommodate this, the city should consider revising the <br />dimensional standards of the zoning districts that regulate <br />these areas to allow for lot subdivision. <br />48 <br />IDICL\arri76*1CSMAI�VAVKOI01WO <br />Housing Plan • Elk River Comprehensive Plan <br />
