Administration <br />Interagency Cooperation <br />& Coordination <br />While plan recommendations require an active role by the <br />city, successful implementation will require coordination <br />with numerous partner agencies and organizations that <br />operate and/or have jurisdiction within Elk River. For the <br />comprehensive plan to be successful, the City of Elk River <br />should assume a leadership role in facilitating the cooper- <br />ation and participation of its local and regional agencies, <br />organizations, and various jurisdictions. Establishing part- <br />nerships and maintaining open and clear communication <br />will contribute to a more efficient implementation process. <br />Implementation partners identified in the plan include, <br />but are not limited to: <br />• Sherburne County <br />• Anoka County <br />• Minnesota Department of Transportation (MnDOT) <br />• Independent Public School District #728 (ISD 728) <br />• Elk River Area Chamber of Commerce <br />• Elk River Municipal Utilities (EMRU) <br />• Private Utility Providers <br />• Elk River Residents <br />• Elk River's Business Community <br />• Private Property Owners and Developers <br />Open Communication & <br />Public Transparency <br />Input, ideas, and feedback from the community, special <br />groups such as the Comprehensive Plan Advisory <br />Committee, city staff, and key stakeholders provided <br />the foundation for the comprehensive plan. Outreach <br />collected identified key issues and opportunities, engaged <br />the public, and kept residents up to date on the planning <br />process through the project website, interactive outreach <br />tools, and more. Outreach is essential to educating the <br />community about the relevance of planning and the city's <br />role in defining its future. The city should continue to <br />engage and inform the public on the major recommen- <br />dations and vision of the plan throughout its life. This <br />can be done through regular updates, coverage of major <br />milestones and projects, and providing opportunities for <br />residents to submit feedback and be heard. <br />Update the Comprehensive <br />Plan Regularly <br />The Elk River Comprehensive Plan is intended to be a <br />living document. As such, the city should take a proactive <br />role in reviewing the plan as unforeseen events, shifts in <br />the market, changing demographics, or attitudes occur <br />to ensure it evolves with the community. The city should <br />systematically review the comprehensive plan every three <br />years and revise and update the plan accordingly. The <br />review should coincide with the preparation of the city's <br />annual budget and capital improvements planning. Many <br />federal and state funding sources are tied to recommenda- <br />tions from a municipality's adopted comprehensive plan. <br />Keeping the comprehensive plan up to date will ensure the <br />city can maximize federal and state financial resources to <br />address relevant needs and aspirations of the community. <br />118 <br />101X-11arri7:1OWN IMiVEi10Iwo <br />Implementation Plan • Elk River Comprehensive Plan <br />
