Management of the <br />Urban Services Area <br />Elk River currently provides water and sewer services to <br />residents within its Urban Service Area. The existing Urban <br />Service Area, as shown in the Urban Service Area map, <br />covers 9,021 acres of land in the city. The remainder of Elk <br />River outside the Urban Service Area may be considered a <br />"rural" area. The conversion of rural lands into urban lands <br />available for development and growth represents a signif- <br />icant investment for Elk River. Any expansion of the Urban <br />Service Area requires consideration of the city's ability to <br />meet development demands with existing infrastructure, <br />the need for new services, and the long-term commit- <br />ments being made with growth. In terms of utilities infra- <br />structure, city services are optimized when development is <br />done in areas immediately adjacent to current service and <br />requires minimal new or upgraded facilities. <br />Based on anticipated growth, the city expects its Urban <br />Service Area will look like the Proposed Urban Service <br />Expansion Area, in the map to the right, by 2035. This <br />growth of the Urban Service Area adheres to the princi- <br />ples of smart growth by focusing on locations adjacent to <br />the existing area and leveraging core infrastructure (e.g. <br />Highway 169) for opportunistic expansion. <br />Whether it is the city's wastewater and stormwater <br />management, the electric and water services provided <br />by Elk River Municipal Utilities, or broadband services <br />provided by a variety of private suppliers, residents and <br />businesses in Elk River have reliable access to the full <br />range of utilities and infrastructure services. Any expan- <br />sion of land use in the city must be made with care to <br />ensure those services can continue to operate at the same <br />or better levels in the future.
