<br />. <br /> <br />1. <br /> <br />Collection and transportation of Solid Waste; <br /> <br />2. <br /> <br />Construction and operation of Sanitary <br />Landfills; <br /> <br />3. Construction and operation of Waste Burning <br />Facilities; <br /> <br />4. Construction and operation of Transfer Stations; <br /> <br />5. Construction and operation of Solid Waste <br />Processing Facilities. <br /> <br />604.08 - Fees and Costs. <br /> <br />1. Application Fee. The operator of a proposed <br />Solid Waste Facility to be located within the <br />City of Elk River shall pay an application fee <br />to the City in an amount equal to all of the <br />City's direct costs including, without <br />limitation, all legal, planning, consulting, and <br />engineering expenses (including a reasonable <br />charge for City staff time), incurred in: <br /> <br />. <br /> <br />(a) Reviewing and investigating the application <br />for a license and Conditional Use Permit <br />for the establishment and operation of the <br />Facility; and <br /> <br />(b) Preparing the necessary license and <br />Conditional Use Permit. <br /> <br />The first $1,000 of the application fee shall be <br />paid to the City at the time the application for <br />a Solid Waste Facility license is filed. The <br />balance of the application fee, if any, shall be <br />paid by the applicant within thirty (30) days of <br />applicant's receipt of a statement from the City <br />setting forth the costs incurred by the City and <br />the amount due from the applicant. The <br />application fee required by this Section shall <br />be in lieu of, and not in addition to, any fee <br />otherwise required to be paid by the Applicant <br />to the City for the issuance of a conditional <br />use permit. <br /> <br />2. <br /> <br />Annual License Fee - Any operator of a Solid <br />Waste Facility within the City of Elk River <br />shall pay an annual license fee to the City in <br />an amount equal to all of the City's annual <br />costs, including, without limitation, all legal, <br />planning, consulting, engineering, and <br />inspection expenses (including a reasonable <br />charge for City staff time), incurred in: <br /> <br />. <br /> <br />8. <br />
