<br />. <br /> <br />(h) Inspection. On completion of the Solid <br />Waste Processing facility and prior to <br />initial operation, the City shall be <br />notified to allow personnel of the city to <br />inspect the facility both prior to and <br />during operation. <br /> <br />(i) Performance Testinq. Performance testing <br />of the Solid Waste processing facility may <br />be required by the City Council. The city <br />Council shall determine the type and <br />frequency of performance testing to be <br />provided in the license for each facility. <br />A report covering results of the <br />performance test in each case shall be <br />prepared by the design engineer of the <br />facility and submitted to the City with a <br />copy of all supporting data. <br /> <br />(j) Traffic Control. All incoming and outgoing <br />traffic shall be controlled by the licensee <br />in such a manner as to provide orderly and <br />safe ingress and egress and so as not to <br />impede or interfere with general traffic. <br />All roads used for traffic to and from the <br />facility shall be all weather hard <br />surfaced. <br /> <br />. <br /> <br />(k) Solid Waste Disposal. All Solid Waste <br />processed in the Solid Waste processing <br />facility shall be promptly moved from the <br />facility and disposed of in a manner that <br />will prevent nuisances, land pollution, and <br />public health hazards, and as allowed by <br />the City Council. The City Council may <br />restrict the disposal at any sanitary <br />Landfill located within the City of <br />processed or unprocessed Solid Waste <br />deposited at the Solid Waste Processing <br />facility which has been generated outside <br />of the Sherburne County. <br /> <br />(1) Washwater. All truck and facility <br />washwater shall be captured and retained <br />and not enter the area surface or ground <br />water system. No washwater shall be <br />delivered to the City's sewage treatment <br />plant or introduced into the City's sewer <br />system unless and until specific permission <br />to do so is granted by the City. The City <br />will require testing of washwater before <br />allowing disposal in the City sewer system. <br /> <br />. <br /> <br />41. <br />
