<br />. <br /> <br />(e) Hours of Operation. All operations at <br />Sanitary Landfills within the City of Elk <br />River shall be conducted between the hours <br />specified by the City Council in the <br />license for the facility; <br /> <br />(f) Public Nuisance Control. Measures to <br />control rodents, flies, odors, dust, <br />windblown material, and other potential <br />public nuisances, shall be adequate to <br />prevent or eliminate any public nuisance. <br />Should the City so prescribe, the licensee <br />at his own expense shall engage an <br />exterminator or pest control agent to <br />inspect the landfill on at least a monthly <br />basis. A copy of each inspection report <br />shall be sent to the City immediately upon <br />its receipt by the licensee; <br /> <br />(g) Traffic control. All incoming and outgoing <br />vehicles shall be controlled by the <br />licensee in such a manner as to provide <br />orderly and safe ingress and egress and to <br />avoid adverse impacts on adjacent roadways. <br /> <br />. <br /> <br />(h) Supervision. An attendant shall be on duty <br />at the site at all times while it is open <br />for public use. Unloading of refuse shall <br />be continuously supervised at the working <br />face of the landfill; <br /> <br />(i) Council Requirements. The City Council, at <br />the time of issuance of the Solid Waste <br />Facility license for the operation of the <br />Sanitary Landfill, may modify any of the <br />provisions of this section, or impose <br />additional requirements, if it finds the <br />plan of operation or other information <br />submitted with the application or other <br />factors make the imposition of additional <br />standards or requirements necessary to <br />protect and safeguard the public health, <br />safety, and general welfare. <br /> <br />. <br /> <br />(j) Operatinq Records. Accurate daily records <br />of daily landfill operations shall be <br />maintained. These records shall contain <br />information pertinent to Sanitary Landfill <br />operation. Intake of Solid Waste in tons <br />or cubic yards shall be recorded on a daily <br />basis in a manner acceptable to the City. <br />General areas in which a particular type of <br />Solid Waste has been disposed within the <br />landfill shall be recorded and filed.
