<br />. <br /> <br />entrance to the site and kept locked when <br />an attendant is not on duty; <br /> <br />(d) Sanitary and Safety Facilities. Adequate <br />sanitary facilities, shelter for personnel, <br />and safety equipment shall be provided on <br />the premises. <br /> <br />(e) Recordkeeping. Records approved by the <br />City council shall be maintained indicating <br />the type and quantity of solid waste <br />passing through the Transfer Station. <br /> <br />(f) Minimal Interference with Other Activities. <br />The Transfer station shall be so situated, <br />equipped, operated, and maintained as to <br />minimize impacts on and interference with <br />other land uses and activities in the area. <br /> <br />(g) Protection of the Public Health, Safety, <br />and General Welfare. The Transfer station <br />shall be so situated, equipped, operated, <br />and maintained so as to minimize to the <br />maximum extent possible, using the best <br />available technology, any potential adverse <br />impact on the public health, safety, and <br />general welfare. <br /> <br />. <br /> <br />(h) Additional Conditions. The city council <br />may, in its discretion, specify additional <br />minimum requirements and conditions for the <br />operation of Transfer Stations which shall <br />be complied with as a condition for the <br />issuance and renewal of a license. <br /> <br />4. Performance Standards. Transfer Station <br />licensees shall comply with the following <br />performance standards: <br /> <br />(a) Hazardous Waste Prohibited. No Hazardous <br />Wastes shall be deposited at any Transfer <br />Station within the City of Elk River; <br /> <br />(b) Danqerous Wastes Prohibited. No Dangerous <br />Wastes shall be deposited at any Transfer <br />Station within the city of Elk River; <br /> <br />(c) Hours of operation. All operations at <br />Transfer stations within the city of Elk <br />River shall be conducted between the hours <br />specified by the city council in the <br />facility license; <br /> <br />. <br /> <br />19. <br />
