<br />Target Technology Center/CD 05-16 <br />August 23, 2005 <br /> <br />Page 3 <br /> <br />The proposed plan provides for 30 parking spaces with an additional 64 proof of parking <br />spaces located along the north and west sides of the building. The technology center will <br />operate 24 hours a day, 7 days a week, 365 days a year; however the number of employees on <br />site at any given time will range from 10 to 20. <br /> <br />Landscaping <br /> <br />The proposed landscape plan utilizes berming and landscaping for screening. The berm <br />located adjacent to Waco Street will range in height from 8 - 10 feet above grade, which will <br />screen the loading docks which face this street. The berms along the south side of project <br />are 4 and 6 feet high, respectively. Also located along the south property line will be the <br />storm water pond as noted in the City Engineer's memo. <br /> <br />In addition to the berm, the building will have a concrete wall surrounding the exterior <br />which will provide additional screening for the cooling towers and above ground storage <br />tank. <br /> <br />The landscape plan indicates a use of native deciduous trees, as well as coniferous trees as <br />required by the ordinance. The ordinance requires 112 trees, and the landscape plan <br />complies with the ordinance requirements. The site will be vegetated with a combination of <br />standard turf adjacent to the building as well as prairie seed throughout the remainder of the <br />site. The detention pond will be seeded with a lowland rain garden mix as recommended by <br />MnDOT. <br /> <br />Building Material and Design <br /> <br />The building is constructed of a combination of materials including aluminum, steel, metal <br />panels, face brick, and precast concrete panels. The percentage of these materials meets the <br />design guidelines of the Business Park District. However, the requirement for changes in <br />depth is not met by the building design for the west and south walls. The ordinance requires <br />a 4 foot change in depth for walls exceeding 160 feet in length. The screening wall which is <br />23 feet in height is comprised of precast concrete panels; these panels should be integrally <br />colored or exposed aggregate to comply with the ordinance standards.. The building itself <br />will be 44 feet in height to the top of the parapet. <br /> <br />Grading. Drainage and Utilities <br /> <br />These items are addressed in the City Engineer's memo. <br /> <br />Recommendation <br /> <br />Staff recommends that the Planning Commission recommend approval of the conditional <br />use permit for the Target Technology Center to allow above ground storage tanks and <br />loading docks which face the front yard, with the following conditions: <br /> <br />1.
