Continue to work with the
Minnesota Pollution Control
Agency to Manage Water Quality
iF in the City's Lakes and Rivers
The City's MS4 permit is periodically renewed through an
application process with the Minnesota Pollution Control
Agency(MPCA).As part of the 2021 MS4 renewal process,
Elk River is revising its Surface Water Management Plan.
The Plan serves as an umbrella document for coordi-
nation of activities and financing mechanisms related
to the SWPPP and similar stormwater ordinances. The
y >3
> MPCA has also identified three waterbodies in Elk River as
i 9 "impaired'-not meeting applicable water quality stan-
dards for various measures. Upper and Lower Lake Orono
exceed nutrient standards,Trott Brook is impaired with
low dissolved oxygen, and the Mississippi River has a total
' suspended solids impairment.Elk River is working with
MPCA to develop strategic plans to address these impair-
ments where necessary.Significant changes in current
management of these waterbodies is not anticipated.
However,if planning efforts with MPCA result in substan-
tial new infrastructure costs,Elk River may need to adjust
the current stormwater utility fee to account for additional
cost.
Examples of Green Infrastructure in Elk River
Elk River Comprehensive Plan•Infrastructure 101
DRAFT FOR REVIEW ONLY
