<br />American National Bank/CD 05-14 <br />August 15, 2005 <br /> <br />Page 2 <br /> <br />Overview <br /> <br />Background <br /> <br />The applicant is proposing to construct a bank with three drive - thru lanes. The site is <br />undeveloped and located at the southwest corner of 173rd Avenue and Highway 169, east of <br />Yale Street. The bank owns the adjacent lot to the south, which is also undeveloped. There <br />are townhomes to the west, on the west side of Yale Street. The site is fairly level but drops <br />down as you move north to south across the property. <br /> <br />Analysis <br /> <br />Site Layout <br /> <br />The building is located in the center of the lot with parking lots on the north and south <br />sides. There are two access points into the site. Both driveways are off of Yale Street. There <br />is no access from Highway 169 or 173rd Avenue. The building will have two main entrances, <br />one on the north side and one on the south side. The building is setback about 11 feet from <br />the east property line. The property is zone PUD and there are no minimum setback <br />requirements. For comparison, the minimum front setback requirement in the C3 district is <br />20 feet. <br /> <br />Parking and Access <br /> <br />The site has two driveways off of Yale Street. One serves the parking area on the north side <br />of the building and the entrance to the drive-thru lanes. The other driveway serves the <br />parking lot on the south side of the building and the exit from the drive-thru lanes. The <br />south entrance will be a combined access with the lot to the south; the south parking area <br />will also be used jointly with property to the south. The south parking lot has 18 spaces and <br />the north parking lot has 23 parking spaces. <br /> <br />Building Elevations <br /> <br />The exterior of the building will be EIFS and brick with a metal roof. It will be one story on <br />the north side and two stories on the south side. There will be a main entrance on the upper <br />(north) side and a main entrance on the lower (south) side. <br /> <br />Grading. Drainage and Utilities <br /> <br />Grading, drainage and utility issues are addressed in the City Engineer's memo. <br /> <br />Landscaping <br /> <br />The landscape ordinance requires 24 trees. The landscape plan includes 24 trees (12 over <br />story trees, 6 evergreens and 6 ornamental trees). The evergreens are located along Yale <br />Street, between the bank and the townhouses.
