Jeff Prehatney
On 11-15-19, 1, CSO Jeff Prehatney received an email from the planning and zoning department advising that
they had received a complaint of a possible case of animal hoarding.
At about noon on 11-15,1 spoke by phone with the complainant,
told me that the owner;
-husband is deployed overseas at the moment, was concerned because
knows has six Pit Bull type dogs, two of which are puppies. also has two cats, two
fish tanks, two gerbils and two guinea pigs. continued that will sometimes forget to
feed the dogs and one of the dogs is skinny further wondered if is having mental problems
while her husband is away and that is contributing to the number of dogs in the residence. added
that .isn't working at the moment. was also concerned with the amount of dishes and other
items piled up on the kitchen counter. Before ending my conversation with I told; that I would
took into the animal concerns but that might want to speak with an officer of veterans services regarding
mental state.
On 11-18-19 at about 1320 hours, I stopped at residence. I rang the doorbell and knocked on the
door but no one answered. I could see two dogs in the house and believed that I heard three dogs barking.
On 11-19-19 at about 0830 hours I again stopped at the residence and met , who was outside at the
time. i explained the complaint and we went into the residence and she showed me her dogs. All of her dogs
are variations of Pit Bull type dogs. Three of them are adult dogs belonging to her. They are a male and
female aged nine years and a six year old male, An additional dog is a male about 1.5 years old and belongs to
an acquaintance for whom is working on training to not be aggressive to other dogs.
