Basis of Analysis (cont): <br />• City of Elk River Comprehensive Plan (indicates 70% of trips generated in EII< River will either <br />originate from or be destined to other communities) <br />• MnDOT corridor plan (also indicates 70% of trips generated in EII< River will either originate <br />from or be destined to other communities). <br />• Travel time to and from local destinations utilizing access to US 10 versus Yankton and Waco <br />indicates US 10 trips are 2-3 minutes faster than using local streets. <br />• To provide a conservative analysis (higher estimate than reality) it was assumed 15 percent of <br />new site generated traffic would use local streets rather than US 10. This will add one trip <br />through the neighborhood every eight minutes during the traffic peak time. <br />• The existing neighborhood generates one trip every 35 seconds during the peak traffic time. <br />• The trips from the proposed Broadway on 10 development will have no noticeable impact on <br />the quality of life for the existing neighborhood. <br />
