2 | P a g e B r o a d w a y o n 1 0 R e s i d e n t i a l , E l k R i v e r <br />within Elk River or destined to locations such as the Target Center or the City of St Cloud, it is evident <br />that taking the frontage road to 146th Street and TH 10 then driving to a destination is 2 to 3 minutes <br />faster than driving on Yankton Street SW to Waco Street SW then to either TH 10 or Mississippi NW. To <br />provide a very conservative estimate of traffic distribution it is assumed that half of the local trips (those <br />staying within Elk River) would choose to drive to their destination without traveling on TH 10. In other <br />words, 15 percent (higher than likely to occur) of the site generated traffic would travel through the <br />West Oaks neighborhood, and 85 percent would utilize the frontage road to reach TH 10 via 146th <br />Street. Traffic to/from the proposed development during the Peak times will be distributed to the site <br />as follows: <br />Entering the site – 10 trips will enter via the frontage access access, and 2 trips will enter via <br />Yankton Street SW access during the AM Traffic Peak; and 29 trips will enter the site via the <br />frontage road access, and 5 trips will enter the site via the Yankton Street SW access in the PM <br />Traffic Peak. <br />Exiting the site – 28 trips will exit via the frontage road access, and 5 trips will exit via Yankton <br />Street SW during the AM Traffic Peak time; and 20 trips will exit via the frontage road access, <br />and 3 trips will exit via Yankton Street SW during the PM Traffic Peak time. <br />To put this in perspective the existing neighborhood West Oaks Development, including the Assisted <br />Living site, generates 76 trips during the AM peak hour and 104 trips during the PM peak hour. This <br />translates to approximately one trip every 47 seconds during the AM peak hour and one trip every 35 <br />seconds during the PM peak hour. The proposed development conservatively will add 7 trips (less than <br />ten percent of the existing neighborhood traffic) during the AM peak hour or one trip every 8.5 <br />minutes; and 8 trips (less than eight percent of the existing neighborhood) during the PM peak hour or <br />one trip every 7.5 minutes. This level of increase will not be noticed or affect the livability of the <br />neighborhood. Further, the development of Broadway on 10 Residential and the connection to the <br />frontage road will likely result in at least 30 percent of the West Oaks traffic diverting to the frontage <br />road as it will take less time to reach their destinations, reducing the total traffic that will travel through <br />the neighborhood. <br />It is noted, per Minnesota State Aid Standards two lane roads have the capacity to carry 10,000 vehicles <br />a day or 1,000 trips during the peak hour, before improvements such as designated left and right turn <br />lanes at intersections are needed to improve the operations. Similarly, neighborhood collector streets <br />often carry 400-500 trips during the peak traffic times without adversely impacting driver delays. The <br />existing conditions are not close to these numbers, and the addition of Broadway on 10 traffic will not <br />impact driver delay or roadway operations. <br />In conclusion, the development peak demand occurring during the AM and PM Peak traffic hours will <br />not adversely impact the West Oaks neighborhood or other current traffic conditions in the vicinity of <br />the site.
