<br />. <br /> <br />2. Applications for permits shall be made by the owner or <br />their authorized agent and the party employed to do the work, <br />and shall state the location, name of owner, street number of <br />the building to be connected, and how occupied. No person <br />shall extend any private building drain beyond the limits of <br />the building or property for which the service connection <br />permit has been given. <br /> <br />3. There shall be two (2) classes of building sewer permits: <br /> <br />a. For residential and for commercial service; and, <br /> <br />b. For service to establishments producing industrial <br />wastes. In either case, the application shall be <br />supplemented by any plans, specifications, or other <br />information considered pertinent in the judgement of the <br />City. The industry, as a condition of permit <br />authorization, must provide information describing its <br />wastewater constituents, characteristics, and type of <br />activity. <br /> <br />. <br /> <br />4. All costs and expenses incident to the installation and <br />connection of the building sewer shall be borne wholly by the <br />property owner. The owner shall indemnify and hold harmless <br />the City from any loss or damage to the public sewer that may <br />directly or indirectly be occasioned by the installation of the <br />building sewer. After the initial connection to the main <br />service stub, the property owner shall thereafter be liable for <br />all maintenance and repairs to his sanitary sewer service line <br />between the street main and the building being served. <br /> <br />5. A separate and independent building sewer shall be <br />provided for every building, except where two (2) or more <br />buildings are situated on one (1) parcel such that the parcel <br />may not be subdivided, a single private sewer may be extended <br />to the rear building or buildings and the whole considered as <br />one (1) joint use private sewer. Special variances will be <br />considered by the City Council. <br /> <br />6. Old building sewers may be used in connection with new <br />buildings only when they are found, on examination and test by <br />a duly authorized City inspector, to meet all requirements of <br />this ordinance <br /> <br />7. Unused septic tanks, cesspools, leaching pits and similar <br />devices and structures shall be backfilled or made safe and <br />unusable in a manner acceptable to the City. <br /> <br />. <br /> <br />8. The size, slope, alignment, materials of construction of a <br />building sewer, and the method to be used in excavating, <br />placing of pipe, jointing, tending and backfilling the trench <br />shall conform to the requirements of this Code and all other <br />applicable rules and regulations. In the absence of Code <br />provisions or in amplification thereof, materials and <br />procedures set forth in appropriate specifications of Water <br />Pollution Control Federation (WPCF) Manual of Practice No.9, <br />
