Heritage Preservation Commission Meeting <br />Elk River City Hall <br />March 18, 2021 <br />Mr. Carlton stated as long as there is a schedule and planned ahead of time, there <br />would be no problems using staff. He stated they can finalize a budget amount at the <br />May commission meeting. <br /> <br />------------------------------ <br /> <br />Mr. Carlton provided an update on the water tower restoration project. He spoke to <br />the contractor, who was going to consider moving the city’s project to the start of <br />his schedule and may be able to begin work in late April or early May. <br /> <br />Mr. Carlton led the commission through a brainstorming session to provide <br />feedback on the vision of the water tower site. The commission reviewed a draft <br />layout and discussed including the following: <br /> -Information kiosks <br /> -U-shaped flow with stops for information either by category or historical order <br /> -Benches <br /> -Pergola along a concrete walkway <br /> -Lower shrubbery and flowers to prevent visual barriers with taller, larger items. <br /> -Mural with scene of the downtown on fire (representing the need for the water <br />tower) <br /> -Create an atmosphere of a meeting place <br /> <br />Mr. Carlton suggested a minimalist approach to begin with – sidewalk, benches, add <br />kiosks, low investment and maintenance. <br /> <br />Commissioner Mauren, Commissioner Mortensen, and Commissioner Cole asked to <br />be involved in helping with the RFP for the site design. <br /> <br />------------------------------- <br /> <br />Commissioner Griffiths provided an update on the academic journal project, noting <br />he looked into accessing some research services specifically Newspapers.com to see <br />if the city could access their items to use on the city’s website and is waiting to hear <br />back to see if the city has the rights to use them. He is also waiting to get back into <br />the Sherburne History Center to access their records. <br /> <br />7.
