Heritage Preservation Commission Meeting <br />Elk River City Hall <br />March 18, 2021 <br />5.2 Election of Officers – Vice Chair <br />Moved by Chair Lindberg and seconded by Commissioner Hangaard to re- <br />elect Debra Mortensen to continue serving as the Vice Chair of the Heritage <br />Preservation Commission. <br /> <br />Motion carried 7-0. <br /> <br />6.1 HPC Projects and Updates <br /> <br />Commissioner Griffiths began discussion by presenting his first draft and sources for <br />a prospective script regarding a documentary. He was open to input. He wrote it as a <br />voice-over with an authoritative tone like talking points. He noted he didn’t have <br />much information regarding the presence of Native Americans <br /> <br />Chair Lindberg suggested several titles to Commissioner Griffiths for Native <br />America history, both for relationships between European travelers and natives, and <br />Dakota, Ojibwe, and Sioux tribes. <br /> <br />Commissioner Griffiths continued by stating his goals for this project will be to <br />complete the script this spring and begin gathering video footage this summer. He <br />discussed how long the video may end up being as estimated by the number of script <br />pages He figured around 10-12 minutes. <br /> <br />Chair Lindberg asked if he envisioned if he would have smaller segments of videos <br />with specific topics, as he has seen on YouTube. Bank of Elk River owns 1915 -1916 <br />not high quality but <br /> <br />Commissioner Griffiths asked if any old footage or recordings were available <br /> <br />Chair Lindberg Bank of Elk River owns film from around 1915 -1916 not high <br />quality but <br /> <br />Commissioner Mortensen provided some information regarding Elk River resident <br />and barber Perry Jones, who lived his life as a Native America but was African <br />American, and he took photos of the city which were on glass. She stated most of <br />them were destroyed but he has a fascinating history. <br /> <br />Mr. Carlton suggested script comments and suggested be provided to Commissioner <br />Griffiths by April so he would have time to incorporate them and the commission <br />could discuss at the May HPC meeting. Mr. Carlton asked if Commissioner Griffiths <br />could provide a budget dollar amount for upcoming 2022 budget discussions. <br /> <br />Commissioner Griffiths stated the budget would come down to costs filming, <br />researching, purchasing licensing of other videos to use, and editing. Using city staff <br />and cameras would be helpful. He would like to ask them how much time they <br />foresee needing. He also wondered if it would be a problem to use staff time and <br />equipment.
