Mr. Justin Femrite, Public Works Director <br />March 11, 2021 <br />Page 2 <br />PROPOSED SCOPE OF SERVICES <br />The services provided by Hakanson Anderson (HAI) will include preliminary plat, final plat, field <br />reconnaissance, site surveys, design development, preparation of construction plans and specifications, <br />bidding, construction staking, construction observation, and construction administration. Plans shall <br />meet all current road design and CEAM specifications and will be in conformance with the City of Elk <br />River standards. Our proposed services are further defined below. <br />PROJECT INITIATION AND FIELD RECONNAISSANCE <br />HAI will perform a field reconnaissance of the project area to review the site conditions and determine <br />areas that are critical to the project survey and design. Locations of existing major utilities that are <br />visible from the surface will be reviewed such that early coordination with the utility companies can be <br />accomplished. All available background data, such as as -built plans, reports prepared by others, and <br />other pertinent data, will be reviewed. <br />Estimated Cost: $800 <br />TOPOGRAPHIC SURVEYING SERVICES <br />Surveying services will include field collection and processing of topographic and survey control within <br />the project limits. Prior to beginning the field work, a Gopher State One Call locate request will be <br />called in so that existing utility data can be located. All data will be collected with a robotic total station <br />or GPS receiver and will be accurate to + 0.05 foot. <br />Estimated Cost: $6,400 <br />PRELINHNARY PLAT <br />HAI will conduct a boundary survey of parcels 75-011-4100 and 75-011-4400 as necessary to <br />accurately depict the boundary on the preliminary and final plats. Additionally, HAI will order title <br />work for the parcels so that any easements and/or encumbrances can be investigated and later depicted <br />upon the Preliminary Plat. Existing right-of-way will be computed and depicted in the construction <br />drawings. Adjacent property monuments will be investigated and surveyed if present. <br />HAI will prepare the necessary Preliminary Plat, which will depict the proposed subdivision layout. <br />We will coordinate our proposed lot layout to be based similar to the Concept Plan provided, which <br />will consist of an approximate 9-acre lot, an 8-acre lot, and a 10-acre lot plus two Outlots. Existing <br />features, such as wetland boundaries, roads, sewer utilities, water utilities, culverts, and other items as <br />outlined in the City of Elk River's subdivision ordinance will be depicted on the Preliminary Plat. The <br />draft Preliminary Plat will be submitted to City staff for review and input prior to it being submitted to <br />the City for planning commission and council action. <br />Upon preliminary review from City staff, the Preliminary Plat will be submitted to the City for review <br />and approval and accompanied by the other necessary documents. <br />Hakanson <br />■■ Anderson <br />
