<br />- 23 - <br />GOVERNMENTAL ORGANIZATION AND SERVICES <br /> <br /> <br />Organization <br /> <br />The City of Elk River was organized as a municipality in 1977 and is a statutory city. The City’s governing <br />body is the City Council, comprised of the Mayor and four Council members. The Mayor serves a four-year <br />term of office; Council members are elected by ward to serve overlapping four-year terms. The following <br />individuals comprise the current City Council: Expiration of Term John Dietz Mayor December 31, 2022 <br />Garrett Christianson Council Member, Ward 1 December 31, 2022 <br />Matthew Westgaard Council Member, Ward 2 December 31, 2024 <br />Michael Beyer Council Member, Ward 3 December 31, 2024 <br />Jennifer Wagner Council Member, Ward 4 December 31, 2022 The daily administration of City operations is the responsibility of the City Administrator, Calvin Portner, <br />who has served in this position since October 2011. Ms. Lori Ziemer is the City’s Finance Director and has <br />served in this position since May 2016. The City has 149 employees. <br /> <br /> <br />Services <br /> <br />In addition to providing general governmental services, the City provides a full range of other services, <br />including (but not limited to) police and fire protection, building and other safety inspections, planning and <br />zoning, economic development, environmental services, parks and recreation, library, street, snow removal, <br />and infrastructure maintenance and repair. The City recently completed construction on a community event <br />center that consists of two ice sheets, a turf fieldhouse, the senior activity center, event and meeting space, <br />and a café.
