Parks & Recreation Commission Minutes Page 4 <br />April 14, 2021 <br />----------------------------- <br /> <br />Chair Williams stated the council asked for participation rates and what he found is <br />there is not a lot of honesty. When an organization thinks they are going to get <br />another field the participation number will increase, and if they think it will cost <br />them more money the participation number will decrease. He stated that after 2021 <br />we can look at the participation numbers from 2019 and 2021. <br /> <br />Commissioner Soltvedt asked if the school district has a similar rate structure for <br />their fields. <br /> <br />Chair Williams stated their structure is different and will probably change once the <br />stadium is completed. Their rates are more per kid than what we charge on the field <br />allocation policy. <br /> <br />Commissioner Loidolt stated he is happy to see the Parks and Recreation <br />Commission working with more of the youth programs and is looking forward to <br />seeing participation numbers. <br /> <br />Commissioner Niziolek stated we should look at quality of fields and participation <br />rates. <br /> <br />Commissioner Rathbun stated he is glad there is a plan to add participation numbers <br />for further analysis. <br /> <br />Councilmember Wagner stated this will help when we continue to plan out and <br />understand what our needs are to make sure we have a vibrant youth community and <br />great places for them to play. She asked if the fields at Dave Anderson Athletic <br />Complex are still used for youth football since they were not added to the <br />spreadsheet. <br /> <br />Chair Williams stated he did not consider that because the fields are mainly used for <br />youth baseball and youth softball and you can put youth football on any of the fields. <br /> <br />Councilmember Wagner asked what the reaction was from other cities when we <br />contacted them for their field information. <br /> <br />Chair Williams stated they wanted to know why we were asking for the information. <br /> <br />Mr. Hecker stated the reason it took so long to gather the information is because it <br />took many times to get it from other cities.
