Planning Commission <br />March 412021 <br />Page 3 <br />Mr. Carlton stated the Comprehensive Plan has not been finalized yet but stated this area <br />was slated to remain high density residential. <br />Commissioner Thiel stated they have reviewed multiple designs for this site and felt with a <br />few tweaks the proposed project will fit well on this parcel, and he was excited to see this <br />project in this area of the city. <br />Moved by Commissioner Johnson and seconded by Commissioner Jordan to <br />recommend approval of the Zone Change request by Stonewood Development, LLC, <br />for Riverwalk Apartment from FAST to Planned Unit Development with the <br />condition that the CUP is also approved and recorded. <br />Motion carried 6-0. <br />Moved by Commissioner Johnson and seconded by Commissioner Jordan to <br />recommend approval of the Conditional Use Permit to establish a residential PUD <br />with the following conditions to satisfy the standards set forth in Section 30-654: <br />1. Council approval of the associated applications — Zone Change (ZC 21-01), <br />Easement Vacation (EV 21-02) and Platted Exemption (PE 21-01). <br />2. The CUP will not be recorded until a PUD agreement has been <br />approved by the City Council. <br />3. All comments from the comment letter dated February 26, 2021, be <br />addressed. <br />4. Comments from outside agencies, MnDOT and the DNR, are <br />addressed. <br />5. Staff approval of all site, civil, and architectural plans. <br />Motion carried 6-0. <br />4.
