City Council Minutes Page 2 <br />April 19, 2021 <br />----------------------------- <br />Motion carried 5-0. <br /> <br />5. Open Forum <br /> <br /> No one appeared for Open Forum. <br /> <br />6.1 City of Elk River Volunteer of the Month <br /> <br />Mayor Dietz presented the April Volunteer of the Month award to Gary Keifenheim. <br />He highlighted the following: <br /> <br /> Open Doors for Youth volunteer <br /> Works with Meals on Wheels <br /> Woodland Trails volunteer <br /> Lector at St. Andrew’s Church <br /> Facilitator for Alternatives to Violence Program <br /> <br />6.2 All Aboard Minnesota <br /> <br />Tom Beaumont, volunteer with All Aboard Minnesota, presented the staff <br />report. All Aboard is asking for support of several bills before the Minnesota State <br />Senate and House that will provide $10,000,000 in capital investment to improve trail <br />routes between Minneapolis/St. Paul and Chicago, IL. Wisconsin and Illinios have <br />already contributed toward the project but money from the federal government will <br />not be released unless Minnesota contributes as well. <br /> <br />Council asked for time to consider the request. <br /> <br />7.1 Tax Increment Financing <br /> A. Redevelopment District No. 27, Riverwalk Apartments <br /> B. Modification of Development District No. 1 <br /> C. Adoption of a Tax Increment Financing Plan <br /> <br />Ms. Eddy presented the staff report. <br /> <br />Mayor Dietz opened the public hearing. There being no one to speak to this issue, <br />the public hearing was continued to the May 3, 2021, City Council meeting. <br /> <br />Ms. Eddy stated that the city was working with a third-party appraiser and hopes to <br />have the results by the May 3, 2021, City Council meeting. <br /> <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Christianson to continue the public hearing for this item to May 3, 2021, City <br />Council meeting. Motion carried 5-0. <br /> <br />7.2 Conditional Use Permit for Agricultural Animals, Lillian Soza, 14296 <br />th <br />214 Avenue <br /> <br />
