❑ Establish neighborhood groups to assist in promoting coordinated <br />housing improvements throughout the area. <br />❑ Conduct historic context study for blocks north of 10 <br />Mid Term (3 — 5 Years) <br />❑ Create interpretive signs highlighting historic occurrences along the <br />Mississippi River trail after trail is installed. <br />❑ Partner with Elk River Area Arts Alliance to explore funding <br />concepts for an arts center within the study area. <br />❑ Establish a facade restoration financing program for maintenance <br />and upkeep of the "Brick and S. Main Blocks". <br />❑ Finalize roadway design for north Highway 10 and related <br />intersection improvements. Start the implementation process to <br />create new roadway improvements north of Highway 10. <br />❑ Develop a rental housing inventory and monitoring system that will <br />serve as the basis for future program development. <br />❑ Explore alternative models for multi -family housing that serve as a <br />catalyst for private development. <br />❑ Implement a trail system along the Mississippi and Elk Rivers. <br />On -going <br />❑ Based on demand, work with property owners and development <br />community on redevelopment proposals. <br />❑ Create a roadway connection that links Jackson Avenue to Lion's <br />Park Drive. <br />❑ City partnering with property owners and the development <br />community to implement redevelopment projects that meet the <br />community vision. <br />❑ Expanded parks programming aimed at attracting residents to the <br />area. <br />❑ Promote programs that encourage single family residential <br />rehabilitation. <br />❑ Continue to assist in the recruitment of highly desirable businesses <br />to the core downtown (e.g. hotel, fine dining, banquet facility). <br />❑ Continuously seek and secure opportunities to expand funding <br />sources. <br />❑ Work toward full participation and renovation of the "Brick and S. <br />Main Blocks". <br />❑ Work with the City Council and City Boards and Commissions on <br />continuous review and modifications to the Plan, as needed. <br />November 19, 2012 - Part III, page 3 - <br />
