Priority Projects <br />The following strategies are a reflection of the Task Force's <br />consensus priorities. <br />Short Term (0 — 2 Years) <br />❑ After City approval on final design, secure an agreement with <br />MnDOT regarding potential funding sources. <br />❑ Identify current property owners' and businesses' interest in <br />redevelopment efforts both north and south of Highway 10. <br />❑ Identify and promote housing rehabilitation financing programs <br />that are provided by other entities and applicable to the study area. <br />❑ Work with Municipal Utilities to relocate outdoor storage located <br />along the Elk River and secure property to create a public access <br />opportunity. <br />❑ Amend the City's Comprehensive Plan and Zoning ordinances to <br />match the Illustrative Land Use Plan. <br />❑ Implement a Downtown District signage plan., including parking <br />and directional signage <br />❑ Establish historical point of view context signage. <br />❑ Review and as necessary update strategies identified within the <br />2007 Downtown Parking Study. <br />❑ Work with State Historic Preservation Office to determine <br />structural and financial feasibility to preserve the "Brick and S. <br />Main Blocks" and if applicable for the blocks north of Highway 10. <br />❑ Conduct a survey of residential properties to identify and establish <br />a historic residential neighborhood district. <br />❑ Create concept drawings for an integrated trail system and work <br />with affected landowners an implementation strategy. <br />❑ Develop and promote a wide variety of people -generating activities <br />in addition to current scheduled activities in River's Edge <br />Commons Park. <br />❑ Identify key parcels for archeological digs along the riverfront in <br />partnership with landowners. <br />❑ Develop design standards that embody the spirit and intent of the <br />long range plan for new construction in the core downtown area. <br />❑ Communicate with School District on long term plans for their <br />office building. <br />❑ Direct a portion of City marketing funds to assist in the <br />recruitment of highly desirable businesses to the core downtown <br />(e.g. hotel, fine dining, banquet facility). <br />❑ Create through the HRA a redevelopment policy regarding <br />capitalizing a redevelopment fund and parameters for purchasing <br />parcels. <br />❑ Establish educational opportunities to encourage code compliance <br />and improvements by property owners within the entire study area. <br />❑ Establish educational opportunities to encourage code compliance <br />and improvements by property owners within the entire study area. <br />❑ Identify a partner housing organization to fund and support a <br />selective housing removal and rebuilding program. <br />❑ Analyze the need for a single family and duplex rental units <br />licensing program. <br />November 19, 2012 - Part III, page 2 - <br />
