The hours of operation shall be limited to 7:00 a.m. — 3:30 p.m., Monday through Friday, except for <br />emergencies. <br />2. Dumpsters, recycling, and/or scrap metal shall be screened from view with materials that match the building. <br />3. Staff approval of all site, engineering, landscape, and utility plans. <br />Background/Discussion <br />Case No. CU 20-20 <br />This application is part of the Elk River Municipal Utilities (ERMU ) <br />building expansion project. Council approved a Zone Change (ZC 20- <br />03), Preliminary and Final Plat (P 20-13 & P 20-14), a Variance (V 20- <br />14), and an Easement Vacation (EV 20-05) for this site on November <br />16, 2020. This is the last applicant required for approval of the project. <br />The subject site is at the southeast corner of the intersection of Main <br />St. and Tipton Ave. <br />The applicant is seeking a Conditional Use Permit (CUP) to construct a <br />new detached 48,541 sgft maintenance facility and associated site <br />improvements. <br />Planning Commission <br />The Planning Commission asked about the changes that required the <br />project to come back for a second review. The applicant stated the big <br />change came after they completed their final cost analysis associated <br />with the civil work, the soil that must be removed, and the cost of the <br />retaining wall.
