<br />SUMMARY OF RESEARCH AND RECOMMENDED STRATEGIES <br />EDA STRATEGIC PLAN 23 <br />9. GREAT RIVER ENERGY SITE <br />The decommissioned Great River Energy site on Highway 10 has outstanding development <br />potential that may not be realized without near-term action to assess the opportunity it <br />represents, and put guidance in place to realize its potential. <br />The site on Highway 10 just north of the Highway 169 interchange, 17845 US-10, if <br />positioned properly, may be the most attractive development location in Elk River currently. <br />It is a very large property, offering flexibility in terms of site layout and mix of uses. It has <br />views of and proximity to the <br />Mississippi River on the <br />west. It is centrally located <br />in Elk River, close to <br />downtown, and conveniently <br />close to a destination retail <br />district on the east. We <br />imagine the frontage along <br />Highway 10 to be highly <br />attractive for multifamily <br />housing development. <br />In the absence of <br />investigating its <br />development potential, and <br />making appropriate <br />adjustments to development <br />guidance, there is a risk of <br />underdevelopment and <br />missed opportunity. <br />Strategies/Actions <br />9a. Create an implementation-oriented redevelopment plan for the US-10 Great River <br />Energy property that takes into consideration current market conditions, the <br />perspectives of the development community, and the potential for connections to <br />downtown and the FAST area. <br />
