<br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />July 13, 2005 <br /> <br />File: 226-070P <br /> <br />Mr. Scott Harlicker <br />Senior Planner <br />City of Elk River <br />13065 Orono Parkway <br />Elk River :.MN 55330 <br /> <br />RE: AMERICAN NATIONAL BANK SITE PLAN REVIEW <br /> <br />Dear Mr. Harlicker: <br /> <br />As requested, we have reviewed the submittal package for the American National Bank <br />building proposed to be constructed on Lot 6 Block 1 Mississippi Ridge addition. The <br />submittal package was prepared by Ringdahl Architects and consisted of a site plan, grading <br />plan, landscape plan, building elevations, and inside layout. Based upon our review we <br />would offer the following comments: <br /> <br />1. It is our understanding the bank will occupy the upper level of the building and the <br />lower level will be rental space. The building is proposed to have a drive-through <br />banking facility on the west side of the building. <br /> <br />2. There are two driveways proposed off of Yale Street. The first driveway will be a shared <br />access between Lots 5 and 6. It is our understanding that the bank owns both lots at this <br />time. The second driveway is closer to the intersection of Yale Street and 173rd Avenue <br />and will act as the access point to the drive-through bank or to the bank parking lot. <br />Our understanding of the bank operation is that its customers are primarily commercial <br />in nature and therefore, has a limited number of drive-through and/or lobby visits per <br />day as compared with other types of banking operations. <br /> <br />3. The grading plan for the site proposes the extension of storm sewer to service both the <br />upper and lower parking lots. When Mississippi Ridge was developed, a regional pond <br />was constructed. Therefore, no on-site ponding is required. <br /> <br />4. There is an existing sanitary sewer and water service off of Yale Street to service this <br />facility.
