Architectural Design Services and Construction Support for the Expansion of the Elk River <br />Public Safety Building and Fire Station No. 3 Design/Construction <br />Statement of Purpose <br />The City of Elk River is seeking proposals for architectural services that will include any and all <br />architectural design and engineering services necessary to have complete construction drawings and <br />specification documents, which are ready for construction of the expansion to its Public Safety Facility <br />which houses the police and fire departments, and a new fire station to be located on the east side of the <br />city including a site confirmation. Once construction designs, plans, and specifications are prepared, the <br />city will separately seek bids for a general contractor for the construction services. Once the construction <br />contract is awarded, the construction manager at risk on the project will serve as the construction/project <br />manager with assistance as needed from a primary city staff person and facilities team. <br />General information on City of Elk River <br />Located approximately 35 miles northwest of Minneapolis/St. Paul, Elk River is one of the largest land- <br />mass cities in Minnesota spanning over 44 square miles of mixed residential, commercial, governmental, <br />and industrial use. The city has a population of approximately 26,000. <br />Elk River is a Statutory Plan A city with a weak Mayor -Council form of government, whereas <br />administrative as well as legislative authority is the ultimate responsibility of the City Council. <br />The city administrator is delegated the responsibilities for the ongoing operations of the city, City <br />Council relations, strategic planning, policy research and implementation, oversight of boards and <br />commissions, performance management, and general city administration. <br />Project Overview <br />The city completed a Fire Station Feasibility and Facilities Study in 2017 that evaluated and identified the <br />needs for the city's fire and police departments. The study used GIS mapping to determine the best <br />possible arrangement of stations in the community that would provide the best possible response times, <br />as well as a space needs analysis for the existing Public Safety Facility. The study concluded with seven <br />recommendations including a detailed space needs analysis. Specific recommendations relative to this <br />RFP are for the development of preliminary design plans for three separate projects consistent with the <br />Fire Station Feasibility and Facilities Study (space need analysis) prepared by Five Bugles in 2017. The <br />space study is available online at hftps://www.elkrivermn.gov/DocumentCenter/View/8403/Fire-station-feasibility-and- <br />facility-study. <br />1. The construction of an approximately 17,500 square foot (SF), 3 bays, satellite station to be built <br />on the east side of Highway 169. This project will require a site confirmation to be included in <br />the RFP. <br />2. Additional space at Fire Station 2, located in the Public Safety Facility, of approximately 3,800 SF <br />for station personnel support spaces including: locker rooms, showers, offices, kitchen, and <br />dayroom facilities. Expansion of the current training room used for the Fire Academy and <br />upgrade of current office space, including the expansion and security of the front entrance. <br />3. An expansion of the Police Department, located in the Public Safety Facility, to include the <br />expansion of the indoor parking garage to accommodate 26 plus squad cars, the completion of an <br />interior renovation, and expansion of a 4,000 SF second floor space to improve security and <br />workspace efficiency due to the growth of the department. In addition, modifications to the main <br />floor secured entrance and changes to existing work stations/roll can areas that were included in <br />the study. <br />
