Ms. Larson said she would correct this error with <br />records at City offices. <br />Mr. Portner passed out a packet of the MN State Statutes related <br />to public and multitype libraries. Mr. Portner referenced MN <br />State Statute 134.07 Public Library Service, 134.11 Organization <br />of Board; duties, 134.13 Annual Report, 134.20 Regional Library <br />Systems, 134.201 Regional Library District, 134.34 Regional <br />Library Basic System support aid: Requirements. Ms. Canter <br />explained that the rules Cal read covers the Great River Regional <br />Library but do not directly correlate to the Elk River Library <br />Board. Mr. Portner explained that his point is that the board is <br />under supervision of the City Council and not the statute. Mr. <br />Portner suggested to strike the authorization on the bylaws of <br />the MN Statute. <br />The board questioned whether to start over from scratch with <br />the bylaws or not. Mr. Portner said that the bylaws are very <br />general and creates a template to work with. Mr. Portner <br />explained he was there to help the board find their purpose, <br />mission, and redefine their bylaws. Mr. Portner asked the board <br />for ideas as he drew a table on the white board to summarize the <br />information. Some of the ideas that the board suggested are: <br />o Continue to monitor maintenance stuff they have done in <br />the past and Support Ms. Schake in choosing in CIP <br />items <br />o Continue making the library safe and welcoming. <br />Meeting user's needs, usability. <br />o Be more involved in the community, support the library, <br />its mission, and the needs of the people of Elk River. <br />Promote the library in the community and give feedback <br />from the community to the library regarding their needs. <br />This could include attending open houses with library <br />staff when available, the farmers market booth when the <br />library is there once a month, reach out to their <br />connections. There is nothing limiting the board if there <br />are not more than 2 board members attending at time. <br />Board members could attend events with the Friends of <br />the library as well. Mr. Portner pointed out that the board <br />is only restricted by the rules they make. Commissioner <br />Dreissig and Chair Keifenheim are both Friends of the <br />Library. <br />o Community surveys such as night to unite. <br />■ The board discussed the differences between a mission statement <br />and purpose.
