Evidence demonstrates that the project provides an arts opportunity that would not otherwise be <br />available for the identified community/audience. <br />Describe the target audience for the proposal and how the group(s) will be <br />served.* <br />Consider demographic factors such as ethnicity, socioeconomic status, age and gender. <br />Presenters/creators (artists, actors, performers, etc.) <br />Audience (patrons, students, etc.) <br />The Slip Stream will be installed at a prominent area in downtown Elk River. People will be able to walk <br />up to it and will be able to see it as they drive on Main Street and on Highway 10. We imagine everyone young <br />and old, families and classrooms coming out and reflecting by the sculpture. We anticipate this project will <br />reach school students as well as adults, all ethnicities and socioeconomic statuses, ages and genders. As the <br />location is by where the Mississippi and Elk Rivers come together people that come from the rivers will able <br />to enjoy it. The city imagines everyone from all walks of like being able to enjoy this creative and relaxing <br />piece of art for many years. <br />Describe how the need for this proposal was determined* <br />Examples include surveys, community meetings, audience feedback, local and regional studies, etc. <br />A community survey conducted on October 1, 2019 identified public art as a priority. This project would <br />fill a gap for public visual art. This committee successfully completed a similar project with the installation of <br />“Whimsical Windmill” which is an homage to the farming history of the area. It is situated between the <br />Library and City Hall. The artist designed moving elements true to what a windmill literally is and in order to <br />create additional visual interest. Additional visual interest was achieved by incorporating colors that refer to <br />water and crops typically grown here. The artist worked well with this committee to develop his vision and to <br />meet our aesthetic expectations long term maintenance concerns. The sculpture appeals to adults and <br />children alike and is visited regularly. <br />List ways in which the community has demonstrated support for this proposal.* <br />Historically the community at large has enthusiastically supported various local arts related events, <br />including ArtSoup, Arts in Harmony at the Sherburne Government Center, art exhibits at the Sherburne <br />History Center, the concert series and theater pieces presented by the Arts Alliance, and Elk River Music in <br />the Parks. Elk River is an arts-interested town. Our local art teachers at ISD 728 have wholeheartedly <br />supported this proposal, and are excited to involve their students in the development of this project, and in <br />the community engagement process. The property owner is very supportive of the project and intends to <br />contribute to the installation of the project, by purchasing the concrete base and installing it onsite. <br />Describe how accessibility needs are being addressed in this proposal.* <br />How will you accommodate requests for access to the proposed project? <br />Slipstream will be both safe and welcoming as it is ADA compliant. The bars are varied and spaced in such <br />a way that will not invite climbing. Bronze and stainless steel are graffiti resistant materials proven to <br />withstand Minnesota weather. The glass fish are co-joined, which doubles the strength and makes it suitable <br />for this usage.
