Colleen Eddy Elk River Public Arts Committee <br />Printed On: 15 October 2020 FY21 Project Grant Rnd1 3 <br />Project Description - Choose ONE of the following three formats: Written, Audio or Video recording. <br />Evaluators are directed to focus on the content of the narrative (not production quality or writing ability) but <br />applicants should take steps to ensure that the description submitted is easy to see, hear and/or read. Written <br />transcripts of audio/video recordings will be provided to evaluators to accompany audio/ video narratives. <br />Include responses to the following statements and questions: <br />Describe what you want to do (purchase, study, hire, create, explore, etc.) and why you want to do it. <br />Provide details that will make your idea clear to people who may not know your organization or group. <br />List any challenges you anticipate while implementing this proposal. <br />What will a successful outcome look like? <br />How will you observe or measure the success of your proposal? <br />Respond to the project grant criteria in your description <br />Written Narrative <br />Introduce evaluators to your proposal. Include responses to the statements and questions listed above. <br />We have engaged Milligan Studios to produce Slipstream, as a 10’ bronze, tempered glass, stainless-steel <br />and verdi gris sculpture that will be permanently installed at the intersections of Parrish Avenue and Main <br />Street in downtown Elk River. This spot is at the easternmost access to downtown Elk River and will be <br />visible from U.S. Highway 10. <br />Slipstream is a bronze, steel, and kiln-formed architectural recycled glass, 10ft (H) x 4’ (W), solar- <br />powered illuminated sculpture will facilitate both communal and individual experiences. It can be “read” <br />from afar, as it will appear to be a leaping fish with a blue river winding through it. Up close, one will see that <br />the fish is actually a series of intertwining steel representing the highways as Slipstream is in honor of <br />Charles Merritt Babcock who developed the Minnesota Highway system. This “river” of highway is <br />constructed of schools of blue kilnformed glass fish of all different sizes and shapes, swimming together, <br />making progress, powered by nature. It is a slipstream highway of color and light. As we know from biology, <br />diverse fish that swim in the same direction, or school, live better lives together. Their community makes <br />them stronger. The same is true of a community such as Elk River, where Babcock once lived. The highway <br />system of Minnesota, made manifest by his amendment, is our state’s slipstream to progress. Slipstream with <br />its dramatic blues cast in bronze and kiln glass is a striking metaphor. <br />The project will contain information about science, technology, history, and most definitely aesthetics. All <br />of these travel routes have brought untold thousands through the city from its earliest settlement to its <br />present day. Slipstream is a stunning piece that invites adults and young people to engage with that history <br />and to take newfound pride in the city. <br />The City of Elk River, the Elk River Chamber of Commerce will disseminate information to their members <br />provided by members of this committee. <br />ISD 728 art teachers, Damien Husen and Nichole Hahn have been invited to introduce their students to <br />this project and engage them in videos, live presentations and activities throughout the work in process. <br />Damien and Nichole is ecstatic about providing this learning opportunity to his students. <br />The Elk River Branch of the Great River Regional Library have agreed to make computer access to <br />members of the public that need it to access various announcements and postings on the Milligan Studio <br />website. <br />The City of Elk River will feature Slipstream on a dedicated page throughout the project and beyond <br />under the heading “Major Projects” at www.elkrivermn.gov
